The Federal Government has approved a new $11.5 security levy on all international flight tickets to and from Nigeria, effective December 1, 2025.
The charge, known as the Advance Passenger Information System (APIS) levy, raises Nigeria’s total air travel security fee to $31.50 per ticket and is expected to generate about $46 million annually for the Nigerian Civil Aviation Authority (NCAA).
Officials say the system will enhance border security and streamline passenger data, but industry experts warn the extra charge—coming on top of existing fees—will further raise flight costs and drive more travellers to use neighbouring countries’ airports.
