In a move that has sent shockwaves through the international community, the Trump administration has enacted a 90-day suspension of U.S. foreign aid, prompting significant cutbacks in global humanitarian operations. The United States, a principal contributor to international aid, provided approximately $2.49 billion in 2024. The suspension, effective since January 24, 2025, is part of a comprehensive review to ensure alignment with the administration’s “America First” policy.
The freeze encompasses a broad spectrum of aid programs, including those supplying essential medications for HIV, malaria, and tuberculosis. Organizations like Chemonics, a key USAID partner, have been directed to halt the distribution of life-saving drugs, jeopardizing the health of millions globally. This directive also affects support for vulnerable populations, including orphans and children impacted by HIV across 23 countries.
Despite assurances from U.S. Secretary of State Marco Rubio that critical life-saving aid would remain unaffected, the suspension’s broad scope has led to immediate expenditure cuts and operational freezes within UN agencies. Filippo Grandi, head of the UN Refugee Agency (UNHCR), announced significant reductions in operations, expressing concern over the potential human cost, especially in high-need areas like Cox’s Bazar, Bangladesh.
The suspension has also led to internal upheaval within U.S. agencies. USAID has placed dozens of officials on administrative leave for allegedly attempting to circumvent the order, further complicating the implementation of the freeze. Aid organizations are now urgently seeking alternative funding sources to mitigate the impact on critical services, including food distribution and healthcare.
