Kampala Capital City Authority (KCCA) has sacked four of its law enforcement officers over misconduct and executing brutal arrests during operations to enforce order in the city.

The sacked officers are Rogers Maganda, Fred Kabito, Florence Nakiwala and Eva Nalukenge.

KCCA deputy spokesperson, Mr Robert Kalumba, confirmed to Daily Monitor yesterday that the four officers have been relieved of their duties and that the authorities will continue investigating other officers who are allegedly doing the same.

“The four officers were sacked and we are still investigating other officers over gross misconduct on the lady whom they mishandled on Ben Kiwanuka Street during their operation. We shall continue investigating other officers to ensure that they operate within the interest of the law. However, many people out there have taken our officers for granted and I would like to warn them that they will definitely face the law when they are caught in the act.” Mr Kalumba said.

He added that KCCA previously sacked some of its law enforcement officers over misconduct, especially extortion from those they arrest.

“This isn’t the first time we are doing this because we need to have a disciplined team that would serve the people without causing mayhem in the city,” he said.

According to the video clip that went viral on social media last week, the sacked officers mishandled Ms Robinah Namugenyi with her two children after she was found vending on Ben Kiwanuka Street.

Her brutal arrest attracted public criticism against KCCA over failure to respect humanity.

Lord Mayor Erias Lukwago last Wednesday convened a crisis council meeting to find solutions to the brutal arrests of vendors by the law enforcement officers, warning that such acts could result into insecurity in the city.

“Such brutal arrests must stop because they portray KCCA as an institution that doesn’t respect human rights. The way this lady was manhandled and bundled on a police van with her two children was totally wrong and this must stop,” Mr Lukwago said.

Mr Lukwago challenged KCCA to restructure the recruitment of the law enforcement officers so that the authority can have a well-trained team to enforce law in the city.
